August 7th, 2009 Struggling school systems, where graduation rates are low, grades are down, and attendance is considered optional by the students, are hungry for new ideas to incentivize students, to make them want to learn. Gold stars, trinkets, MP3 players, cell phones, etc. have been used as a carrot to entice children to attend school, participate in tutoring programs, and study harder to make good grades. Now, some schools are considering paying students to get good grades. Is this a ticket to disaster, or the answer to the problem? [...]

These sovereigns understandably want to secure their borders and keep those who would enter illegally out of their country and that is their right.
